Ilocos Launches Yarn Innovation Center for Textile Growth

The Regional Yarn Production and Innovation Center (RYPIC) has been launched in Barangay Parut, Vintar, Ilocos Norte, marking a significant initiative to strengthen the region’s natural fiber and textile industry while creating new livelihood opportunities for farmers, handloom weavers and local artisans.

The project is funded by the Department of Science and Technology–Philippine Textile Research Institute (DOST-PTRI) to promote sustainable textile livelihoods, technology-based enterprises and value-added processing of locally available natural fibers.

The facility was inaugurated by DOST Secretary Renato Solidum along with provincial officials. Designed to produce up to 40 tons of natural textile fiber-blended yarn annually, the center is equipped with modern yarn production machinery, research facilities and technical training capabilities.

RYPIC will process locally sourced fibers including abaca, bamboo, cotton, pineapple and banana, which are widely available across the Ilocos Region and neighboring provinces of Cagayan and Apayao.

Farmer organizations welcomed the project, noting that the facility will create a reliable market for fiber crops and encourage greater cultivation of natural fiber-producing plants. Handloom weavers and textile artisans also expressed optimism that access to high-quality locally produced yarn will improve product quality, consistency and competitiveness in domestic and export markets.

Speaking at the launch, Renato Solidum urged government agencies, industry stakeholders and the private sector to work together to ensure the long-term sustainability of the center. He said the facility would serve as a hub for research, product development, skills training and technology transfer while supporting farmers, cooperatives, micro, small and medium enterprises (MSMEs), and weaving communities.

Solidum also acknowledged the support of Vintar Mayor Richard Degala, highlighting the local government’s efforts to encourage farmers to cultivate cotton and other natural fiber crops such as bamboo.

According to the DOST Secretary, the project aligns with the Marcos administration’s commitment to advancing textile innovation, sustainable manufacturing and inclusive economic development.

Ilocos Norte 2nd District Representative Angelo Marcos Barba said the center is expected to generate employment, increase farmer incomes and strengthen the region’s position as a producer of quality yarn and textile products.

He added that through research and development, the Regional Yarn Production and Innovation Center represents an investment in people while supporting the preservation of the region’s textile heritage and promoting long-term growth of the local textile sector.
